Ingredients
½ cup mayonnaise
2 tablespoons capers
drained and chopped
1 tablespoon finely chopped shallot
1 tablespoon finely chopped Italian parsley
1 tablespoon finely chopped fresh tarragon
2 teaspoons prepared horseradish
1 teaspoon Dijon mustard
1 pinch cayenne pepper
½ cup milk
1 bay leaf
1 pound cod
cut into 1-inch pieces
salt and freshly ground black pepper to taste
12 ounces russet potato
peeled and quartered
1 pinch cayenne pepper
1 tablespoon finely chopped Italian parsley
1 tablespoon sliced fresh chives
1 teaspoon finely grated lemon zest

1 large egg
beaten
1 cup panko bread crumbs

¼ cup vegetable oil

Instructions
- In a saucepan, heat the milk with the bay leaf. Add the cod, season with salt and pepper, and poach for 10 minutes or until cooked through. Remove the fish and let it cool.
- In a pot, boil the russet potatoes until tender. Drain, mash, and then mix with the cod, cayenne, parsley, chives, and lemon zest. Shape this mixture into patties.
- Dredge each patty in flour, dip in the beaten egg, then coat with panko bread crumbs.
- In a frying pan, heat the vegetable oil over medium heat. Fry the fish cakes for about 4-5 minutes on each side or until golden brown.
- For the tartar sauce, mix together mayonnaise, capers, shallot, parsley, tarragon, horseradish, Dijon mustard, and cayenne in a bowl.
- Serve the fish cakes hot, accompanied by the tartar sauce.
Notes
Ensure the cod is cooked thoroughly during poaching for the best flavor. Feel free to modify the herbs in the tartar sauce based on your preferences.
